“Awareness Raising about Age Gender and Diversity groups focusing on PWDs”

WeWorld-GVC Onlus is a non-governmental, secular, and independent organization, founded in Bologna in 1971. Since its foundation, WeWorld-GVC has been active in international aid projects and programs, including humanitarian aid, relief and development initiatives for people affected by conflicts and natural disasters, strengthening protection, livelihoods, local development and governance, shelter, and WASH.
The guiding principles of WeWorld-GVC’s work are the protection of human rights, non-violent and long-term responses to conflict, exploitation, oppression of women and children, expropriation, and destruction of economic and natural resources.
WeWorld-GVC has been active in the occupied Palestinian Territory (oPT) since 1992. It started its interventions in the health sector by creating the first transfusion health centre in the Gaza Strip, which is still operational. Currently, WeWorld-GVC works both in humanitarian aid and in development, aiming to:
  1. Provide access to basic services and available natural resources.
  2. Strengthen the protection of vulnerable communities.
  3. Enhance socio-economic development.
This term of reference is developed in the framework of a project title “Strengthening the resilience of Palestinians in the West Bank, including East Jerusalem, through multi-sector programming and evidence-based advocacy” funded by SIDA and implemented by WeWorld-GVC.
This project targets 160 vulnerable communities with an Integrated Protection Approach providing both resilience-building and emergency response action. The identification, targeting and monitoring of resilience-building activities is done through a Community Protection Approach (CPA) under WeWorld-GVC leadership. The CPA foreseen a community empowerment process focused on reducing identified vulnerabilities and strengthen the capacities of communities to address their duty-bearers. In this context, WeWorld-GVC and partners normally use a set of collected data to support communities addressing their needs to relevant duty-bearers (local authorities, donors, UN, NGOs), both to present the data to Governorates and line ministries to stimulate their response.

Background:

During implementation of CPA in around 200 vulnerable communities in West Bank since 2014 to date, the used tools to collect and analyze the data passed in several AGD mainstreaming process starting from gender separated Focus Group discussions till individual interviews with ignorable persons and mainstreaming in disaggregation of the data to include all age, gender, and diversity groups.
During the improvement of the CPA tools and applying them in field, the following barriers have been faced especially when social team asks about adults and children with disabilities, with special attention to women and girls.
  • When the community risk questionnaire is filled with community representatives and social team ask about PWDs population (using the six standard Washington question) in the community, usually the answer is zero or one, which is not realistic.
  • Stigmatization is a huge barrier: for instance, bullying by fellow students and teachers as PWDs are isolated in the classroom or bullying on the way to the mosque towards a person with a psychosocial problem. As a result, PWDs might be hiding of people.
  • Social tradition at household and community levels where people might more often hide the impairments of women not to undermine their chances to get married.
These barriers led to miss some data about PWDs in all genders and ages and this leads to limited capacity for humanitarian actors in including these vulnerable groups in their plans.

Objectives of the training:

  • Increase awareness of community members about the rights of PWDs in all ages and genders, and the importance of including them in all life activities.
  • Support the community members gaining more knowledge about Gender topics, by providing needed training to enable them to mainstream gender in their daily life.

Request of Quotation Theme

WeWorld-GVC is seeking a qualified consultant to deliver 7 training sessions on local authorities’ level awareness raising to be delivered in 3 governorates South and North West Bank between 11 July and 7 August, each session should be between 2-3 hours. The training aims to improve the community skills, capacities, and opportunities to address duty-bearers and advocate for their communities.
WeWorld-GVC will support the consultant in the organization of the training, by identifying relevant participants and all logistics.
Training outcomes
  • Raise awareness communities on the rights of People and Children with disabilities and avoid depriving them from their rights by hiding them.
  • Ensure that Complaint Response Mechanisms (CRM) are accessible to PWDs.
  • Come up with recommendations to WWGVC if there is a need of modify their methodologies in interviewing PWDs and their caregivers.
  • The training should include -not limited to the following topics:
  1. Introduction into general concept and terms of Gender (Gender vs. Sex, Gender equality, gender mainstreaming, etc.)
  2.  The Gender Mainstreaming in policies, strategies, plans and laws definition.
  3. An overview about Gender equality in Palestine, with special focus in the Humanitarian action sector.
  4. The importance of Gender participation in Palestine (Clarify with some statistical figures and examples).
  5. Identify discrimination and how to address it.
  6. Women’s issues (What are some types of Gender Based Violence (GBV) that have observed in Palestine context).
  7. Differentiate between monitoring and evaluation for gender-based violence (GBV).
  8. Intervention in Cases of Gender Based Violence.
  9. Support and Counselling Skills.
  10. Role of Social Counsellor.
  11. Referral mechanisms for GBV issues.

Target Group

The target group of the consultancy service consists of 7 local authorities representing targeted communities in 3 governorates (Hebron, Jericho and Tubas), the targeted local village councils will be ( Masafer yata, Umm al Khier and Khallet Al Mayya in Hebron, Al Jiftilik in Jericho, Al Malieh, Al Farisiya and Ein Al Beida in Tubas) , with attendance of at least 5 attendees from each community

Deliverables

  1. Training curriculum adapted to the targeted communities.
  2. A final report (English) clarifying the training process implementation methodology, achievements, lessons learned and recommendations within one week after completion of the training. The documents to be shared both in electronic and hardcopies version.
  3. Trainees Evaluation Results (Pre and Post) for impact assessment.
  4. Source of verification (attendance sheet filled by participants, and eventually pictures, …).

Qualifications and Experience 

  • University degree in Social Science, Law, psychology, Gender or any relevant field.
  • Experience in conducting social and gender training is required;
  • At least, three years of proven training experience targeting communities, youth, women and PWDs in a relevant field.
  • Excellent communications skills: interpersonal, listening, oral, and written.
  • Excellent English and Arabic language skills.

  • Consultant should submit detailed training methodology.
  • A timeframe for implementing the consultancy services with clear details concerning the work to be executed and specifying interim deliverables.
